Common people and teaching community are eagerly waiting for constitution of an enquiry committee under a top ranking officer of impeccable integrity to expose the alleged misdeeds of Ashok Sharma, former Director, School Education, Jammu, for which he deserves to be punished strictly. However, nothing tangible has happened, thereby eroding the faith of common people in the working of the School Education Department.
Some teachers pleading anonymity maintained that the former Director, School Education, Jammu has thrown all Rules and Regulations and established procedures to winds to favour his blue-eyed candidates. This he all did with impunity. They wonder that if a subordinate officer/official would have done something wrong, then the concerned authorities without verifying the things at ground level would have resorted to taking action without applying any rationality or common sense.
Taking undue advantage of such loopholes in the existing system of Administration, Ashok Sharma, former Director, School Education, Jammu is now trying his best to explore ways to pacify the members of the fourth estate (Media men). He may have thought that he could influence even members of the press to suppress stories of his alleged misuse of official position, which has already brought disgrace and also shattered the credibility, besides eroded the faith of the people in the chair.
But Ashok Sharma will definitely feel sorry for orchestrating this exercise through his henchmen to evade an enquiry regarding alleged working of Rakhi Sharma in GHSS, Domana under the garb of rationalization at the cost of number of female teachers who are made to travel to far off places.
Most of the teachers have expressed their displeasure over her working in district Jammu from District Reasi allegedly without any order of the competent authority, as inter-district transfer matter falls exclusively under the domain of Government, School Education Department, J&K. If rules and regulations are allowed to be broken with impunity, then one wonders what would be the fate of ordinary teachers having no access to the corridors of power.
This blue-eyed lady (Rakhi Sharma) who happens to be the wife of former Director, School Education, Jammu is still continuing in district Jammu without fear of any action or enquiry from any quarter, despite knowing the reality. If the order of inter-district transfer of Rakhi Sharma is genuine and issued by the competent authority, then it should have been in the public domain. Why Ashok Sharma is particular in shielding his wife Rakhi Sharma and not providing her inter-district transfer order. Infact, Ashok Sharma has already allegedly compromised his official position before number of RTI activists to shield her for reasons best known to him.
The story of misdeeds of Ashok Sharma are not ending as reports of surfacing of alleged passing of orders in favour of his favorites are pouring in from different areas. One such latest example is of an order issued in favour of Jogeshwar Singh, who was promoted as Master vide order no. 199-DSEJ of 2024 dated 21.06.2024 from district Kathua but was adjusted in District Jammu vide order no. 45-DSEJ of 2025 dated 08.02.2025. As per established practice and precedent and also norms, all the orders should have been on official website of Director, School Education, Jammu but this order is not available on official website.
Moreover, after the issuance of transfer order of Ashok Sharma by General Administration Department on 01.03.2025, he was not supposed to issue any orders but Ashok Sharma without bothering for anything went ahead and issued number of orders having only endorsement numbers and dates and also most of the files of the orders issued by him on 01.03.2025 were not routed through e-office which itself was an example of abuse of his official position to favour his blue eyed candidates for obvious reasons.
As per set procedure, official files are moved through E-Office with proper record and notings but till date, no order has been rescinded and even the orders so issued are not available on official website of Director, School Education, Jammu. The orders issued in favour of Arti Devi, Library Bearer working in FFRC, Jammu under Justice(Retd.) Sunil Hali; Govind Sharma, Master, HSS, Narla, presently working as a self styled NCC Officer in the Office of Director, School Education, Jammu and others are also not available on official website of Director, School Education, Jammu which puts a big question mark on the competency of officers manning the affairs of Directorate of School Education, Jammu.
On the one hand, the Government is laying stress on transparency and people friendly measures and on the other hand, the orders issued by Ashok Sharma after his transfer are not available on official website till date which speaks of inefficiency and incompetency on the part of the very system. It appears that alleged wrong deeds of Ashok Sharma are being shielded by those who worked closely with him and are presently involved in cover up operation to safeguard his interests by not divulging reality to the present Director, School Education, Jammu.
The misdeeds of former Director, School Education, Jammu has assumed alarming proportions as he also hired a private domestic vehicle without inviting tenders on GEM-Portal. He hired a Scorpio Vehicle having no. JK02DB9992 from one Zahida Tabassum by reflecting that the said vehicle was hired from M/S Khan Tour & Travel, Old Bus Stand, Rajouri, J&K at the rate of Rs. 34,000/-per month.
This is despite the fact that numbers of vehicles were placed at his disposal and thus, his irresponsible actions caused huge financial loss to the state exchequer. In other words, Ashok Sharma has virtually squeezed the blood of poor students for his own comfort and luxury. So much so, he allowed the middle rung and other senior officers to use official vehicles on daily basis against their entitlements as per the Car Policy for Government Functionaries, thereby resulting in huge consumption of Petrol/Diesel of lacs of rupees and as such, drained the state exchequer by abusing his official position. Let us see who will hold him accountable for his misconduct.
