Who will punish Ashok Sharma, JKAS, former Director, School Education, Jammu for his alleged open loot and scoot ?

The Motor Transport Officer (MTO), Dinesh Gupta, Directorate of School Education, Jammu at the instance of former Director, School Education, Jammu has allotted huge quantity of petrol/diesel to above mentioned vehicles on almost regular basis, thereby, causing huge loss of lacs of rupees to the public exchequer due to large scale consumption of fuel by these vehicles without justified reasons and grounds. Now, a million-dollar question arises that why such huge quantity of fuel was and is being allotted to these blue-eyed officers working in the Directorate of School Education, Jammu against their official entitlements and this clearly points out blatant misuse of official position by the MTO also.

The purpose of Government is to regulate the affairs of the state for the benefit of people in a transparent manner. No doubt, our political leaders are making tall claims of good governance, transparency and are working for the upliftment of common people so that no section of society could remain neglected and deprived from the benefit of welfare schemes and governance. The school education department needs priority and proper overhauling so that the people could be benefitted in a proper way but this all depends upon competency of the officers who manage the things of the department.

Here is an example of an officer namely Ashok Sharma, JKAS, former Director, School Education, Jammu, who is holding rank of special secretary but his irresponsible and whimsical actions have brought  bad name to the Directorate of School Education, Jammu. The reports regarding his alleged misdeeds have now started pouring in from different corners of the Jammu Division of UT of J&K, thereby, resultantly, it has shattered the faith of the common people as well as teaching fraternity to a large extent.   


Ashok Sharma, JKAS, blatantly misused his official position and promoted a culture of sycophancy, nepotism, favoritism and alleged open corruption in the Directorate of School Education, Jammu during his tenure by wilfully violating government rules and regulations and orders to accord favor to his blue-eyed candidates. This very man encouraged violation of Car Policy for Government functionaries by throwing to winds G.O. No. 02-TR of 2015 dated 12.01.2015 and also Circular instructions regarding fuel consumption scale prescribed for various types of vehicles to be used by the different functionaries.

The Directorate of State Motor Garages, J&K vide no. RCD-12/4443-47/DSMG dated 19.01.2017 has issued detailed circular instructions. Moreover, the car policy clearly mentioned that major Heads of the departments are entitled for use of any suitable vehicle within a prescribed price range. It also stated that the officers especially designated as special secretary or additional secretary to Govt. can seek suitable vehicles based on availability within their departments/state motor garages in a pooled manner but Ashok Sharma ignored all these government orders and circulars and allowed officers posted in the Directorate of School Education, Jammu to regularly and without valid grounds of official work, use the vehicles in an individual capacity.

This is despite the fact that they are not entitled for use of the same and this resultantly has caused a huge financial loss of lacs of rupees to the state exchequer. Our investigative team after conducting survey of Directorate of School Education, Jammu found that there are five to six vehicles which were/are regularly being used on daily basis by the officers of the Directorate of School Education, Jammu. The Vehicles which are in regular use are having numbers like JK02BQ-5318 and this vehicle is used by a joint Director of Jammu, Kathua and Samba Range. Likewise, the vehicle number JK02BQ-5319 is currently used by the Personnel Officer, Directorate of School Education, Jammu.

The other vehicle having no. JK02AS-6593 is currently used by Chief Accounts Officer, Directorate of School Education, Jammu. There is another vehicle having no. JKO2BQ-0810 and this vehicle is used by both former and present Director, School Education, Jammu and the vehicle is currently driven one Rakesh Kumar who is Library Assistant in some school. Why services of Rakesh Kumar are not utilized in his school for which he is appointed. The designated official drivers have been totally sidelined deliberately by former Director Ashok Sharma for reasons best known to him. 


As per protocol and official hierarchy, Personnel Officer, Directorate of School Education, Jammu is of the rank of Deputy Secretary and the Chief Accounts Officer is too of the same rank. Besides this, they are also not holding posts of field officers, as they were/are supposed to assist Director, School Education in carrying out routine official work and therefore, are not entitled for use of independent official vehicles in individual capacity on daily basis.

Not only here, the story of alleged misdeeds of Ashok Sharma stops at this point but it continues as this paper has reports that he  also hired a private domestic vehicle bearing no. JKO2DB-9992 without floating a tender on gem-portal  and in the process, he got hired a domestic vehicle from one Zahida Tabassum by reflecting it as being hired from one agency Ms. Khan Tour and Travel, old bus stand, Rajouri, J&K. Infact, this Scorpio vehicle was hired at the rate of 34,000/- per month without any solid grounds just to appease someone to satisfy his whims.

Further, when record was scrutinized by our team, it is revealed that the vehicle owner resides somewhere in Gujjar Nagar, Jammu. Now, a million-dollar question arises that why such huge quantity of fuel was and is being allotted to these blue-eyed officers working in the Directorate of School Education, Jammu against their official entitlements and this clearly points out blatant misuse of official position by the MTO also. Thus, there is alleged open loot and scoot and encouragement to corruption by former Director, School Education, Jammu.

The matter needs thorough enquiry and proper investigation either through CBI or ACB to know the gravity of fraud and damage caused to state exchequer. The present Director, School Education, Jammu is still being misguided by Rakesh Kumar and Vishal, both senior scale stenographers working in personal section of Directorate of School Education, Jammu. The role of these duo would be highlighted in due course of time for their alleged connivance with former Director, School Education, Jammu to cover up his wrongdoings.
